The Manchester Evening News reports that the city wants to become Britain’s “greenest” so badly that it is looking to enforce mandatory recycling, with potential fines and criminal prosecution for violators.

Manchester has already seen an increase from three percent to over 20 percent in recycling rates since the council began employing more recycling efforts. Unfortunately, Manchester had a goal of 28 percent by now and not meeting this goal resulted in government fines totaling £650,000.

Manchester has special bins for glass, paper and plastic, and the council is looking to increase service for high-rise buildings and apartments. Formal warnings would be issued for those found to be not using their bins, with a chance to explain why this was the case.
