		<description>In my opinion, payt is the right way to go. People should pay only on what they throw so that they have full control on the waste they generate. 

Unforunately for me, I am charge a flat rate that increases yearly as the council cramp on the "waste reduction programme" but still seeing an increase in waste dispose. This is because, if the people have already pay the waste disposal fee, they will throw all the can. 

In fact, I actually throw almost zero waste as I process all my kitchen and other waste within my home. So, if I do move to a Payt council, I will not have to pay any waste collection fee at all.</description>
